The National Audit Office has published a report on support for pupils with special educational needs and disabilities in England. The report finds that as of January 2019, there were 1.3 million pupils in England identified as having special educational needs and disabilities and that the number of pupils with EHC plans rose by 16.8% between 2014 and 2019, from 231,9000 to 270,800. The National Audit Office estimates that the Department for Education provided £9.4 billion in funding to support pupils with SEND in 2018-19 and that 81.3% of local authorities overspent their high-needs budget in 2017-19. In 2017-18, children with SEND accounted for 44.9% of permanent exclusions and 43.4% of fixed-period exclusions. Survey data also suggests that pupils with SEND are more likely to experience off-rolling than other pupils.
