The new British Educational Research Association has shared a new Blog post: SEND and EHCPs in England: In the fast lane to overtake 10 per cent.
 

This gives an overview of reports on SEND and EHCs in England published ten years on fron the Children & Families Act 2014, looking forward to the White Paper expected in Autumn 2025.

About the author

Dr Alan Marsh has more than 25 years’ experience working as a local authority Chartered Educational Psychologist (EP). He successfully combined his EP career with six years of study for a PhD in formula funding and special educational needs at the Open University. 

He was recently elected as a fellow of the British Psychological Society. He was seconded to the Department for Education to write the guidance document for the National Performance Framework for SEN in England, a prototype to the Local Authority Interactive Tool and the High Needs Local Authority Benchmarking Tool. Since retirement, he has continued to author articles as an independent researcher.

Blog: SEND Reforms: The Schools White Paper – Dr Sean Octigan
One of my big work strands over April and May was to respond to the government consultation on the SEND reforms proposed in the Schools White Paper, published by the DfE on 23 February 2026. As both an educational psychologist (EP) and an AEP official, this process has given me lots of time to reflect on the White Paper and, whilst I can’t cover everything it contains in a short blog, I will try and articulate some hopes and concerns on what the Experts at Hand Fund, Inclusion bases, and plans for EHCPs might mean for our members.
