Soulbury Pay Settlement 2025

03/03/2026

Following consultation with AEP members after the Committee meeting on 21 January, and the formal response from the Soulbury Employers’ Side on 29 January confirming the offer, we are writing to inform members that the Soulbury Officers’ Side has accepted the pay offer, effective September 2025. The circular, including revised pay scales has now been published.

The agreement on the pay award for 2025 is as follows:

  • An increase of 3.2% on all spinal column points (SCPs) with effect from 1 September 2025.
  • An increase of 3.2% on all allowances with effect from 1 September 2025.

The Soulbury Officers noted disappointment with the Employers and the negotiation process. The settlement represents a further real terms pay reduction and continues the erosion of Soulbury  pay relative to teacher pay.  Without meaningful improvements to pay levels and the pay structure, existing recruitment and retention pressures will intensify. Securing sustainable improvements remains a priority.

Thank you to all members for your continued engagement and support throughout the process. Please do not hesitate to get in touch if you have any questions.

Work will now begin with the National Executive Committee and Soulbury Unions to submit the joint union pay claim for 2026–27 by the end of March. We expect a formal response from the Employers’ Side in sufficient time to enable meaningful negotiations, including meetings of the Committee during the summer term.

Blog: SEND Reforms: The Schools White Paper – Dr Sean Octigan
One of my big work strands over April and May was to respond to the government consultation on the SEND reforms proposed in the Schools White Paper, published by the DfE on 23 February 2026. As both an educational psychologist (EP) and an AEP official, this process has given me lots of time to reflect on the White Paper and, whilst I can’t cover everything it contains in a short blog, I will try and articulate some hopes and concerns on what the Experts at Hand Fund, Inclusion bases, and plans for EHCPs might mean for our members.
